Right to Buy’s purpose of bringing home ownership into reach for many directly contradicts its role in reducing the number of homes for social rent, which lies at the heart of our housing crisis. At the same time, the largest developing housing associations are cutting back on market sales. So, what does a workable, affordable home ownership market look like and how do we deliver it?
